Job Responsibilities
 
The Chief Information Officer (CIO) is responsible for oversight of the agencies Office of Information Management & Technology, which encompasses Research, Data Management & Information Technology. The CIO is responsible for the agencies data, research and IT strategy and ensure that all systems necessary to support its operations and objectives are in place. Oversees design and support of agency wide solutions and architecture. Oversees the development of solutions that integrate across applications, systems, and platforms. Facilitates the establishment of standards and procedures to guide the design of technology solutions. Creates IT/Research/Data plans based on an understanding of the agency’s organization, strategic direction, technology context, and business needs.
Provides system-wide leadership for governing data and information assets to ensure the availability of data for making decisions that support the mission, vision, goals, and strategic priorities of the Agency.  Establishes and cultivates relationships with leaders cross-functionally; in order to promote the value of data as a shared asset, advocates investments of resources, and manages personnel and processes that improve the quality, integrity, and availability of data. Works with senior management to develop policy, standards and best practices. Provides technical guidance interacts with users and IT personnel to ensure that programs meet user's needs and are understood by users. Provides design recommendations based on long-term IT Agency strategy. Helps ensure data is used for continuous improvement and the long-term betterment of Agency’s programs, administrative services, operational efficiency, and research outcomes. Oversee projects which require efforts toward common and shared services, software, and infrastructure.

Monitors market trends, prepares economic forecasts, researches, and evaluates technology tools, techniques, and evaluates emerging technologies. Develops and implements data and information governance framework. Responsible for continual data assessments, analysis, and data integration with complex subject areas. Directs the collection, analysis and presentation of data for specific program areas.  Data and information governance programs address data stewardship, data standards, data quality and integrity assurance, identity and access management, and reporting, analytics, and decision support. Balances the interests of stakeholders to reduce risks associated with data and to align business processes and reporting capabilities with legal, regulatory, and compliance requirements. Performs additional duties related to program area as requested and/or needed.
 
 

Minimum and Additional Requirements

A Bachelor's degree in information technology systems, computer science, engineering or related field and experience in information technology systems, business intelligence, research, economics, data or related area. Relevant experience may be substituted for bachelor's degree on a year-for-year basis. 

Preferred Qualifications

Prefer advanced knowledge of multiple database management systems, concepts and design.

Ability to integrate technical systems with agency goals and objectives. Ability to prepare and present technical and nontechnical reports in a clear and concise manner. Ability to establish positive working relationships with technical staff, customers and others involved in database management. Ability to manage subordinate technical staff in the design and support of database management systems. Ability to work independently or lead the planning and completion of diverse database and infrastructure tasks. Strong leadership, interpersonal and communication skills and ability to manage multiple, shifting priorities.
